POSITION OVERVIEW

The SWPA Municipal Project Hub (the Hub) helps local governments, school districts, and nonprofits in Southwestern Pennsylvania access historic federal infrastructure & clean energy funding by connecting them with the resources, hands-on technical assistance, and other support they need to conceptualize, fund, and implement high-impact projects. This includes matching communities with grant opportunities that suit their existing projects; connecting communities with funded, contracted grant writers to help them submit grant applications; and working with partners to strategically develop and align multi-municipal projects to future federal funding opportunities. The Hub serves the 10-county region of Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Indiana, Lawrence, Washington, and Westmoreland. 

 

The Director of Government Funding will support the Hub in developing community projects and grant submissions that will result in $200 million in federal investment in southwestern Pennsylvania’s 10-county region. This position will also participate in long-term strategic planning meetings with funders, aligned non-profits, and municipal leaders to develop implementable projects and grant applications that leverage federal and state funding opportunities, tax credits, and alternative funding programs. Collectively, these functions will help the Hub increase the capacity of local municipalities to successfully apply for and manage federal grant opportunities through direct technical assistance. 

  

KEY RESPONSIBILITIES

Project Grant Writing and Management 

  • Further develop and maintain the Hub’s Grant Prospectus that tracks Federal, State, and Philanthropic opportunities and the necessary requirements and deadlines for each funding opportunity. 

  • Identifies and evaluates grant opportunities on behalf of identified agencies and community partners to ensure proper project scope and alignment. 

  • Research, write, and submit grant proposals to government agencies and other grant-making organizations as needed. 

  • Manage the Hub’s contracted grant writing technical assistance providers to ensure complete applications are submitted in accordance with grantor guidelines and that municipal applicants are well supported in the grant writing process.  

  • Work closely with Hub staff to ensure cohesive grant applications have robust community engagement and supporting data and research. 

 

Regional Investment Strategic Leadership 

  • Research and identify applicable financing opportunities at the federal, state, and local levels that align with community grant applications and projects. 

  • Develop collaborative funding strategies and grant applications for Hub partner communities. 

  • Collaborate with government agencies and other funders/financing intermediaries to increase collaboration and make grant opportunities more accessible to communities 

  • Support agencies applying for joint IRA, IIJA, or other grants for other creative collaborative financing opportunities to benefit the SWPA region. 

 

 EDUCATION, SKILLS & ABILITIES 

  • Bachelor’s degree required. Suggested fields include Nonprofit Management, Business Administration, Public Administration, Finance, Communications, or any related area. (Commensurate experience will be considered) 

  • 7+ years of successful grant writing and grant management experience, preferably with a focus on sustainability, community and economic development, and clean energy transitions.  

  • Knowledge of federal grant application process (scoring criteria, budget, submission), and award management (approval, reporting, and fund documentation). 

  • Preferred experience of relevant federal, state, and local tax credit programs and regulations, with experience in preparing and submitting tax credit applications. 

  • Experience should demonstrate a proven track record of securing new funding opportunities; comprehensive knowledge of research, and the ability to distinguish and identify opportunities for supporting regional priorities. 

  • Passionate and well-versed in the region’s economic, health, education, and other quality-of-life disparities, especially those that significantly impact the people and systems being stressed across multiple dimensions of sustainability and equity. 

  • A multidisciplinary systems thinker who will creatively incorporate a variety of diverse project strategies into all grant projects to maximize community/environmental benefit across locally relevant issue areas and visibly demonstrate positive impact/progress on the ground. 

  • Driven to improve the public sector’s funding and financing systems currently in place for our communities by consistently making process and systems change recommendations for all levels of government. 

  • Exceptionally motivated and independent-thinking multitasker to contribute to the success of a high-functioning team: 

    • Possession of excellent organizational skills; detail-oriented and task-driven 

    • Ability to manage multiple grant applications at once. 

    • Motivated self-starter with the ability to work collaboratively and independently with purpose and accuracy in a fast-paced environment. 

  • Strong written communication skills with a demonstrated ability to produce technical applications on several complex topics.  

  • Proficient in Microsoft and Google suite applications and familiarity with CRM systems.  The Hub uses Monday for grant and client tracking. 

 

 

GENERAL REQUIREMENTS 

Working primarily remotely and independently within the SWPA region but with the ability to meet occasionally with the Hub team at their offices located at Field Day in the Lawrenceville neighborhood of Pittsburgh if needed.

Local travel and driver’s license required; willingness and ability to use own vehicle on company business (mileage reimbursement provided) as needed to meet with municipal leaders and partners or by participating in regional educational funding sessions. This position is envisioned as a full-time salaried position.  Will consider other arrangements for the right candidate.  

 

APPLICATION PROCESS 

The SWPA Municipal Project Hub is fiscally sponsored by the Community Foundation of the Alleghenies with dedicated funding through December 2025 with potential to extend based upon available funding to maximize the once in a generation federal funding available through the Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL) and Inflation Reduction Act (IRA).

The anticipated salary for this position is $100,000/year based upon a 40 hour/week position.
