The SWPA Municipal Project Hub invites you to attend a presentation and discussion of the Impact of Inflation Reduction Act (IRA) Tax Credits on Local Governments and Other Tax-Exempt Entities by representatives of the United State Department of the Treasury and the Commonwealth of Pennsylvania, Governor's Office, Critical Investments.


The IRA's Elective Payment provision (also called Direct Pay) creates a generationally unique funding environment for tax-exempt entities (including local governments, school districts, nonprofits, faith-based organizations) considering novel and clean energy projects (solar, geothermal, heat pumps, hydro). Organizations pursuing these projects - having completed them - can apply to the IRS and receive the value of the Tax Credit associated with the investment in the form of a direct check from the US Treasury. That payment could be between 30-50% of the value of the energy project.

We build trusting and productive working relationships across municipalities and sectors, informing a more coordinated regional approach to federal grant application and project development strategies, and expanding the region’s network of collaborative, passionate local government officials, nonprofit organizations, education/health care institutions, local businesses, entrepreneurs, and other workers to advance meaningful community and economic development initiatives that center solutions and strategies that communities can feel good about for generations.​

Our footprint is the 10-county Southwestern Pennsylvania region: Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Indiana, Lawrence, Washington, and Westmoreland Counties.

As the Hub’s work grows, we’ll continuously be looking to expand our team of diverse technical assistance experts and multi-disciplinary team members while we also grow our network of local leaders and community-serving, federally funded projects.
